CoAspire LLC, in support of TENICA Global Services and the U.S. Department of Commerce’s Bureau of Industry and Security (BIS), needs a full-time Subject Matter Expert (SME) with expertise in the steel and aluminum markets, including common products and their material attributes, in support of the 232 Steel & Aluminum Tariffs Program. The Expert will provide consultation, advice, and recommendations directly to 232 Contract Team Leads working with senior BIS Leadership to help craft policy regarding the 232 Steel & Aluminum Tariffs Program and 232 Exclusions Process.
Job Description:
The SME will provide highly technical expert consultation, advice and recommendations for improvement. They will work closely with project teams, particularly senior management staff, to identify the best solutions to various management, organization, and business problems. The must be able to clearly articulate and support technical advice and recommendations in writing and have experience in making executive level presentations and responding to questions from senior management.
Their expertise should include: conducting research, writing highly complex business documents, strategic planning; organizational assessment and alignment; management consulting; training and education; exercise management and performance measurement and management. Candidates must have a Master’s Degree, Juris Doctorate, Doctoral level studies or Doctoral degree and 15 or more years of highly specialized experience in a specific area of expertise.
The SME shall provide expert consultation, advice, and recommendations to assist with the resolutions of questions that arise as a result of requests from U.S. businesses to be excluded from the payment of the Section 232 steel and aluminum tariffs. The SME must possess a deep base of knowledge of the steel and aluminum industry, particularly on the downstream market for steel and aluminum products. The SME must be detail-oriented, energetic, flexible, process-focused, adaptable to changing requirements, and an excellent multi-tasker. The SME preferably will have experience manipulating and analyzing large datasets, particularly in Microsoft Excel. The SME must be an excellent verbal and written communicator able to clearly articulate in writing policy recommendations and their technical rationale to senior management.
The SME will work closely with the project team. The SME must be able to clearly articulate in writing the technical reasons that support their recommendations. The SME must have experience making presentations to and answering questions from senior management.
The SME must have a Doctoral degree in Material Science or Material Sciences and Engineering and extensive knowledge of steel and aluminum products and their related industries. They must be able to provide technical advice on questions such as whether a comparison of two steel or aluminum products are identical or suitable substitutes for each other. They must be able to accurately examine the chemical composition, general specifications (e.g. thickness, length, width) and other specifications (e.g. strength, toughness) of steel or aluminum products.
The Expert will:
Be a U.S. citizen in possession of or capable of obtaining a Public Trust
Possess extensive experience and knowledge of the steel and aluminum industry, including but not limited to metallurgy and the upstream and downstream markets for steel and aluminum
Be able to review and analyze both raw and semi-processed data to provide expert consultation, advice and recommendations to senior staff on the 232 Steel and Aluminum Tariffs Program
Work closely with project teams, particularly senior management staff, to identify the best solutions to various management, organization, and business problems
Be able to clearly articulate and support technical advice and recommendations in writing and shall have experience in making executive level presentations and responding to questions from senior management
Have expertise within functional areas including but not limited to: conducting research, writing complex business documents, strategic planning; organizational assessment and alignment; management consulting; training and education; exercise management and performance measurement and management
Hold a Doctoral Degree (or Doctoral-level studies) in Material Science or Material Sciences and Engineering, or hold a Master’s Degree with significant industry experience
Have 15 or more years of highly specialized experience in the steel and aluminum markets
Preferably possess knowledge of the government and industry policies regarding the steel and aluminum sector including the 232 Steel and Aluminum Tariffs Program and 232 Exclusions Process.
Work is to be conducted remotely at this time. BIS headquarters is in downtown Washington, D.C.

CoAspire has won a NAVAIR SBIR PHII as a prime contractor and will be developing Tactical Missile components involving a Lockheed program. We are seeking a part time ($140 hour if experienced) Systems Architect (SA) to support institutionalization of MBSE and implementation to develop this CoAspire program in a MBSE environment using Weapons OSA. The role requires significant hands-on experience with Cameo (preferred) or Windchill. Experience with SysML and OOSEM is preferred. Experience Modeling and architecting weapons and/or sensors is strongly preferred including working with NAVAIR engineers and programs. Work location is primarily in Orlando, Florida but other locations will be considered based on experience and willingness to travel.
You must be able to obtain an interim DoD SECRET security clearance and be a US Citizen.
Basic Qualifications:
Candidate must demonstrate the ability to:
• Perform weapon open system architecture design and partitioning.
• Perform System functionality definition including system states and modes, and anti-tamper and cyber security design features.
• Conduct Model based performance simulations to determine the impact of requirements changes on system performance/behaviors.
• Define system design for software requirements, FPGA functional interfaces, bus loading, and mission planning features.
• Perform System analysis related to Safety of Flight (SOF) modeling and requirements provisions.
• Generate/maintain Open System Architecture Management Plan (OSAMP), Software Assurance Plans, and Program Protection Plans.
• Perform supply chain management activity for specification generation and anti-tamper and cybersecurity provisioning.
• Generate ICDs and verify compliance of supplier designs and capabilities.
You must be able to obtain an interim DoD SECRET-level security clearance and be a US Citizen.
Desired Skills:
Experience architecting weapons and/or sensors is strongly preferred.
Ability to Work Remotely: Part-time Remote Telework: The part-time employee selected for this position will work part of their work schedule remotely and part of their work schedule at a designated Lockheed Martin facility.
